However, later the government implemented 'Rank Salary', which was intended to pay equal to civil, police and military grade. But the defense personnel were not satisfied and felt frustrated in the actual implementation. Sharad Pawar Committee has increased ORO once.

Later, Koshari committee had decided to consider the issue of OROP and it has explained the ORO as the scheme which tries to bridge the gap between the rates of pension payable to current and previous pensioners.

The committee has given this plan on the basis that the Equality of Armed Forces is ruled by the rank and tenure of the service. Another major roadblock in the implementation of OROP is to collect and compile past records of all ex-servicemen. After its retirement, the government should absorb the armed forces personnel in civil jobs. This will be helpful in reducing the fiscal burden on the government.

It is common in China, Singapore, Israel and Switzerland that the nature of the job of the armed forces is such that they have to work far away from their families in life-threatening and stressful situations.
